POSITION PURPOSE: Under the general direction of a commanding officer, the Sergeant serves as a first line supervisor over sworn and non-sworn employees within the University Police Department, in addition to performing general law enforcement and specialized work assignments. Duties require a comprehensive knowledge and understanding of law enforcement methods and procedures, criminal codes and laws, and investigative methods. The Sergeant is responsible for assigning work assignments, monitoring, and reporting work activities, and providing on the job training and assistance to subordinates.

DUTIES & RESPONSIBILITIES:

Staff Supervision
  • Provide leadership and supervision to assigned sworn and non-sworn personnel by assigning, coordinating, supervising, motivating, informing, and directing personnel on a shift.
  • Review and approve of written reports and documents.
  • Monitors campus calls for service, emergencies, events, activities, and campus community safety risks. Deploys resources reasonably. Ensures other personnel perform their duties diligently.
  • Makes operational and safety decisions, following the law and policy, taking action to minimize risk to the campus community.
  • Reviews and takes responsibility for the police activities of the shift, appropriate follow-up, and prompt submittal of thorough documentation.
  • Coordinates ongoing investigations and programs. Ensures matters are promptly reported to appropriate authorities, including Dean of Students.
  • Assumes a positive, professional, and effective leadership role for personnel. Treats all employees fairly and with respect, focusing on performance expectations.
  • Instructs personnel on new and revised laws, policies, police methods, emergency management changes, and related procedures. Ensure that assigned personnel complete independent training programs as directed.
  • Provide field training for personnel and documents as required.
  • Trains and counsel's personnel, provides guidance to improve service.
  • Responds to low-level personnel issues, documenting as appropriate and coordinates a response, does internal investigations as assigned.
  • Evaluates employees to recognize positive performances, areas of concern, areas for professional development, and sets performance improvement plans.
  • Responds to allegations of poor performance, misconduct, and other citizen complaints. Meets with complaining parties, evaluates the situation, and when necessary, assist citizens with formal complaints.

General Law Enforcement Duties
  • During a police incident, makes appropriate notifications; deploys resources; and uses the Incident Command System (ICS), Standardized Emergency Management System (SEMS), and CSU Bakersfield Emergency Management Plan. Assesses problems, risk, safety issues, and priorities, assigns personnel and delegate tasks, makes timely decisions, and builds a team-oriented response.
  • Works tactfully and effectively with a diverse community. Demonstrates tolerance and respect, communicating clearly, logically, and courteously, professionally representing CSU Bakersfield and the California State University System.
  • Exemplifies the Law Enforcement Code of Ethics and UPD policy.
  • Reflects and conveys the department mission and the objectives of management.
  • Advises the Chief on problems and training needs; analyzes crime and security information; develops programs to solve problems.
  • Completes specialized tasks, training responsibilities, or other duties as assigned.
  • Proactively patrols campus buildings, grounds, and forest, Housing facilities, and off-campus properties emphasizing community-policing activities.
  • Aids local law enforcement, criminal justice, and other public agencies.
  • Assists with building security as necessary and assigned.
  • Detects and reports safety risks and concerns, minimizing risk and liability.
  • Provides safety and confidential money escorts.
  • Provides motorist assists on campus.
  • Performs other acts of service as requested and appropriate.
  • Provides information about the University as appropriate. Presents a positive image of the campus. Counsels people as necessary and makes referrals.
  • Responds to emergency and criminal incidents, industrial accidents, vehicle accidents, falls, overdoses, and other medical emergencies. Carries out follow-up investigation and documentation and makes notifications as appropriate.
  • Responds to campus disasters and civil unrest, taking a leadership role as appropriate, and ensuring that appropriate resources are used.
  • Monitors/controls crowds and safety risks during special events, athletic competitions, and assemblies.
  • Enforces campus and state parking regulations.
  • Controls and directs vehicle/bicycle/pedestrian traffic as needed or assigned.
  • Preserves the peace and enforces the law at gatherings.
  • Enforces state law and University regulations.
  • Complies with subpoenas, appears in court as needed, and provides accurate testimony. Testifies in administrative matters as directed.
  • Maintains proficiency in patrol equipment and tactics.
  • Maintains training and minimum technical proficiency to assist or temporarily assume the role of Dispatcher when the Dispatcher must leave their workstation.
  • Participates in and successfully completes all training required and as assigned.
  • Upholds the Code of Ethics and University Police Department policy and directives.

Administrative Duties
  • Receives report of on-the-job injury. Ensures medical treatment is given. Investigates and documents the injury as required by policy.
  • Recommends staffing levels, priorities, budgetary recommendations, revising the campus emergency plan, equipment, and supply needs.
  • Attends meetings and participate in various campus and local committees as directed.
  • Assumes assigned responsibility for additional, specialized work assignments.
  • Provides information and/or training to other members of the campus community in areas of personal expertise.
  • Assists personnel with schedule adjustments for issues such as vacations, training, or sickness. Reasonably accommodates personal needs, requests for time off and schedule changes. Reviews, approves or denies, and documents proposed modifications to the schedule. When necessary, orders off-duty employees to come to work. Ensures that no unauthorized schedule changes are made, and that the official schedule accurately reflects who worked when.

Operational Duties
  1. May be assigned fleet maintenance coordinator.
  2. May be assigned to oversee patrol shift scheduling.
  3. May be assigned as range, taser, Narcan, training or body worn camera sergeant.
  4. Identifies policy, procedure, equipment, and training needs and meets those needs.

REQUIRED QUALIFICATIONS:

EDUCATION & EXPERIENCE – High School diploma or equivalent and graduation from a Peace Officer Standards and Training (POST) academy and a POST Intermediate Certificate and at least three (3) years of experience as a Peace Officer and one year of patrol experience.

LICENSES –
  • Possession of a valid driver's license.
  • Possession of a POST Intermediate Certificate
  • Must complete the POST Supervisory Training Course within one (1) year of appointment.

SKILLS, KNOWLEDGE & ABILITIES (SKA's) –
  • Regular and reliable attendance is required.
  • Must have comprehensive knowledge of and the ability to accurately interpret and follow law and criminal codes, law enforcement methods and investigative procedures, criminal codes and laws, and investigative techniques and procedures.
  • Must have strong leadership skills to provide direction to other staff and be able to make sound judgements independently.
  • Ability to write and process data.
  • Knowledge of or ability to learn law enforcement on a CSU campus and the ability to work tactfully and effectively with a diverse community.
  • Ability to demonstrate tolerance and respect, and communicate clearly, logically, courteously, and professionally while representing the University.
  • Ability to accurately analyze situations, develop and evaluate courses of action, and initiate reasonable actions in an appropriate amount of time.
  • Ability to demonstrate good moral character.
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.

  • Excellent computer skills and competence with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.
  • Working knowledge of or ability to quickly learn University infrastructure.

PREFERRED QUALIFICATIONS:
  • A bachelor's degree in Police Science, Public Administrative, or related field.
  • Advanced Post Certificate is strongly preferred.
  • Two (2) or more years of Law Enforcement experience in a college or university setting
  • At least one (1) year of experience, including but not limited to Sergeant, Corporal, or Field Training Officer

PHYSICAL DEMANDS: MEDIUM WORK – up to 40% of the activities involve sitting, standing, squatting, kneeling or walking; lifting heavy weight objects limited to 50 pounds; may involve pushing and pulling objects within the weight limits.

ENVIRONMENTAL FACTORS:

SPECIAL CONDITIONS:
