The UC Santa Cruz Police Department is responsible for all law enforcement services, including maintenance of order, crime prevention and education programs, emergency preparedness and incident response, community policing, and participates in mutual aid agreements with neighboring law enforcement agencies and other UC campuses statewide. The police department also has responsibility for Emergency Management, Police Student Ambassador Program, crime prevention, and physical security systems. The Police Department is 24 hours a day, 7 days a week operation.

Reporting directly to the Associate Vice Chancellor of Risk and Safety Services, the Chief of Police leads all police department efforts and is responsible for protecting life and property, maintaining security and order, and preserving the general welfare of the campus community. The Chief manages and coordinates all police activities including: patrol, investigation, records, law enforcement, crime prevention, and detection, and department conformance to the California Commission on Peace Officers Standards and Training (POST).
The Chief coordinates and ensures the provision of services for the main campus and for university facilities and programs at off-campus sites including; Santa Clara, Scotts Valley, City of Santa Cruz, and Monterey Bay locations. The Chief of Police has the added responsibility for the safety of the campus community during first amendment assemblies, campus emergencies, special events, criminal threats, dignitary protection, and other incidents that may affect the normal working operations of the campus.
Responsible for managing and directing the Police Department and other delegated authorities and duties, the incumbent is expected to be a visible member of the campus community and available for on-campus senior leadership consultation. Develops campus and/or organizational policies and authorizes their implementation. Represents the campus in campus-wide and system-wide meetings and discussions. Recognized as an influential leader. Makes decisions in collaborations with senior leadership for the organization and ensures achievement of objectives. Erroneous decisions will have a serious impact on the overall success of the division or the campus.
Salary Information: Salary Range: $200,000 - $230,000/annually . Salary commensurate with skills, qualifications and experience.

30% Manages the activities of the police department through several subordinate managers having overall responsibility for functional programs. Directs the proper and efficient delivery of some public safety and law enforcement services. Partners with other campus departments and city/county agencies in broader public safety services. Performs the functions of a Captain of Police, Lieutenant of Police, Sergeant of Police or Police Officer as needed. Directs all planning and administration for the deployment of personnel, resources, and funds for the police department. Selects strategies, standards, methods, and systems for successful implementation of department goals in a manner consistent with the mission of the department and campus. Provides guidance and direction to the department for the achievement of objectives, including policy, budget, and other planning for the department.
30% Manage, mentor, and coach staff. Understand staff needs and lead through change. Work with subordinate managers on employee & labor relations situations as well as recruitment/retention of staff (sworn & non-sworn). Supports department morale and holds staff accountable. Ensure appropriate training for the department in support of the department and campus missions. Authorizes and oversees personnel action review boards and administrative investigation review boards as necessary.
20% Lead bridge and community building efforts, plans, and implementations. Partner in campus-wide initiatives and changes around public safety as a subject matter expert of law enforcement and possible innovations, solutions, and/or changes. Actively engage with community groups, including students.
10% Represents UC Santa Cruz and the department in public appearances and as active leadership within community and campus committees and groups.
5% Serves as a senior stakeholder within the campus emergency plan during or in preparation for civil unrest, disaster, or other significant police operations. Advises senior management on controversial situations, negotiations, or influencing and persuading other senior-level managers.
5% Overseeing key responsibilities of department risk management related to community safety and policing.
- Bachelor's degree from an accredited college or univeristy with major course work in criminal justice, police science, public administration or a related field.
- Highly experienced in performing all aspects of police officer, sergeant of police and lieutenant of police functions.
- Advanced knowledge of the law, regulation, and University policy regarding community policing strategies and law enforcement functions. Advanced knowledge of modern policing issues, philosophies, practices, and trends as applied within the University environment.
- Advanced knowledge of budgeting and financial practices applicable to law enforcement in the University environment.
- Highly experienced ability to communicate effectively in person.
- Highly experienced ability to communicate effectively in writing.
- Highly experienced ability to take decisive action based upon sound judgment. Highly experienced ability to independently manage a large and complex organization with multiple priorities and limited resources.

- Graduation from the POST Command College, FBI National Academy, or comparable executive training diploma.
SPECIAL CONDITIONS OF EMPLOYMENT
- Pass a background investigation to ensure applicant is of good moral character [GC 1031(d)] and be free of any physical, emotional, or mental conditions that might adversely affect the exercise of the powers of a peace officer [GC1031(f)] so that nothing in his/her background is inconsistent with performing peace officer duties. The background investigation is also conducted to ensure that the applicant meets the minimum selection requirements of Commission Regulation 1953 and Government Code Section 1031. Applicant will be subjected to an identity/fingerprint check and criminal history check; Felony convictions or certain misdemeanor convictions that are disqualifying per CA GC sections 1029, 1030, 1031 (c), California Penal Code section 29805, and 18 USC 922 (d) (9); physical ability testing, drug screening, medical screening, psychological testing, treadmill stress test, and may be subject to a deception detection examination such as a polygraph or voice stress test, and/or a pre-offer personality test.
- Pass comprehensive medical and psychological pre-placement exam established by the University, state and federal law for sworn personnel.
- The University will not hire campus safety personnel with any sustained findings of misconduct related to moral turpitude, sexual harassment, bias, discrimination or any other finding determined to gbe inconsistent with the University's principles and values, or who resigned while under investigation.
- Must possess and maintain a valid license to drive in the State of California, with the ability to safely operate motor vehicles. Must participate in the CA-DMV pull.
- The candidate Is at least 21 years of age and a US citizen or has permanent resident alien status and achieves citizenship within three years.
- Must have 4-year degree from an accredited college of University.
- Must possess a CA-POST supervisory certificate at the time of hire and completed the probationary period as a lieutenant or equivalent.
- Ability to successfully earn the POST Management certificate by completing a POST-certified 104-hour Management course within one year of appointment and serving as Chief of Police for a period of two years.
- Ability to successfully earn the POST Executive certificate by completing a POST-certified 80-hour executive development course and serving as Chief of Police for a period of two years.
- Ability to successfully complete other training or prerequisites as required by regulation, law or policy. Extensive experience as a captain, or other sworn police manager required.
- Ability to work rotating shifts in all weather conditions and work at any time of day or night and in periods of disaster or civil disorder
- No felony convictions or other legal restrictions on the ability to carry firearms or to perform other work responsibilities.
- Meets all other requirements for peace officers and the rank of Chief of Police as established by law and the California Commission on Peace Officer Standards and Training.
- The selected candidate will be required to be able to transit to the campus within one hour for emergency incident response (as needed).
- Ability to respond promptly to inquiries from campus leadership.
- Ability to work a varied schedule, including nights, weekends and holidays; work 8, 10 or 12 hr shifts
- Vision of 20/100 correctable to 20/30, with normal color vision.
- Physical health, strength, and agility necessary to meet the physical demands of police work, as determined by a medical exam based on current CA-POST guidelines.
- Ability to wear uniform and equipment including but not limited to: utility belt, hand gun, ammunition, baton, flashlight, handcuffs and wear Kevlar vest at all times.
- Ability to perform essential physical job functions requiring sitting, standing, walking or running intermittently throughout shift; climbing fences, stairs, barricades, ladder or traverse uneven terrain; repeatedly kneeling, bending, or stooping; intermittently pushing, pulling, and using force to move objects; constantly reaching, handling, or grasping various objects.
- Per the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, this position has been identified as a Campus Security Authority (CSA). The selected candidate will be required to report a crime or any incident that may be a crime. The selected candidate will be required to report incidents, and disciplinary referral statistics per the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC 1092(f)).
